During the meeting, representatives of the company and investors discussed the next stages of project implementation, cooperation mechanisms during the construction phase, the development of engineering and tourism infrastructure, as well as approaches to coordinating joint activities within the future resort area.

Particular attention was paid to the preparation of design documentation, construction timelines, utility connections, architectural requirements for the facilities, and compliance with the unified development concept of the cluster.

As a result of the final auction stage, 8 investment lots were sold within the Jyrgalan resort area. In total, 39 land plots were sold throughout the three stages of the auction.

Investors were offered land plots designated for the construction of hotels of various categories, apartment complexes, restaurants, and other tourism and engineering infrastructure facilities.

OJSC “Ala-Too Resort” held a meeting with a delegation of entrepreneurs from the Novosibirsk Region of the Russian Federation in the resort town of Jyrgalan.

The delegation was headed by M.P. Mamedov, Deputy Chairman of the Legislative Assembly of the Novosibirsk Region and Head of the “First Construction Fund” group of companies.

As part of the second phase of the state project “All-Season Mountain Cluster ‘Ala-Too Resort’,” preparations are underway for the commencement of construction works at the “Ak-Bulak” resort town.

At present, OJSC “Ala-Too Resort”, together with authorized specialists from the Austrian company Doppelmayr — a global leader in the design and manufacturing of cable car systems — as well as with the project company and contractor organization, are carrying out a комплекс of organizational and technical measures necessary to prepare the facilities for operation.

The implementation of this stage is an important part of the development of modern ski infrastructure in Jyrgalan and another step toward the creation of an international year-round mountain resort.

On May 20, 2026, a delegation representing business circles of the People’s Republic of China visited the Jyrgalan resort area and reviewed the implementation of the year-round mountain cluster project “Ala-Too Resort”.

The delegation included representatives of Chinese investment, construction, industrial, and trading companies, including Guangdong YueShi Import Commodities Co., Ltd., Guangzhou Zhonghui Investment Co., Ltd., Guangdong Weide Construction Engineering Co., Ltd., and other organizations.

On February 25 of this year, OJSC “Ala-Too Resort” signed a contract with the company Doppelmayr for the construction of four additional cable car lines as part of the further development of the future resort’s infrastructure.

As part of the project implementation, specialists from OJSC “Ala-Too Resort”, together with authorized representatives of the Austrian company Doppelmayr, are conducting work to determine the locations of four new cable car stations within the territory of the future resort in Jyrgalan.

On May 15, Ala-Too Resort OJSC signed an agreement with the Russian company LLC "RDI "ENGPRO" for the development of design documentation for the construction of ski slopes and infrastructure of the future resort in Jyrgalan.

Under the agreement, the company will prepare design and cost estimate documentation for the construction of ski slopes, as well as the accompanying tourism, engineering, and operational infrastructure of the resort. In addition, the contractor will provide architectural and engineering supervision during the implementation of the project.

An off-site meeting on the implementation of the state project “All-Season Mountain Cluster ‘Ala-Too Resort’” was held in the village of Jyrgalan under the chairmanship of Azamat Kadyraliev, Deputy Head of the Administration of the President of the Kyrgyz Republic – Head of the Department for the Preparation of Decisions of the President and the Cabinet of Ministers of the Presidential Administration of the Kyrgyz Republic.

The meeting was attended by the heads of key ministries and government agencies involved in the implementation of the project.

During the meeting, the current stages of the project implementation, as well as problematic issues requiring prompt resolution, were discussed in detail. In particular, the participants reviewed the progress of road construction, including the reconstruction of existing road sections and the construction of an alternative road, the timeline for asphalt paving of the Boz-Uchuk – Jyrgalan section, and the provision of special equipment for road maintenance.

An environmental tree-planting campaign was held at the Jyrgalan resort area as part of the national “Jashyl Muras” initiative.

The event was attended by Azamat Kadyraliev, Deputy Head of the Administration of the President of the Kyrgyz Republic – Head of the Department for the Preparation of Decisions of the President and the Cabinet of Ministers of the Presidential Administration of the Kyrgyz Republic, heads of ministries and government agencies involved in the implementation of the “Ala-Too Resort” project, as well as Jarkynbek Maksutov, Chairman of the Board of OJSC “Ala-Too Resort,” and company employees.

OJSC Ala-Too Resort announces the launch of the third and final stage of the land auction as part of the implementation of the Ala-Too Resort resort zone project, located in the Han-Teniri aiyl aimak of Ak-Suu District, Issyk-Kul Region.

A total of 19 lots have been put up for auction, including land plots designated for the construction of tourism and infrastructure facilities within the Jyrgalan resort area. These plots are intended for the development of hotels of various categories, apartments, and restaurants.

Open Joint Stock Company Ala-Too Resort announces the completion of the competitive selection of candidates for employment at the Jyrgalan site of the all-season mountain cluster Ala-Too Resort.

The Open Joint-Stock Company “Ala-Too Resort” has announced the launch of the second phase of the auction for land plots designated for the development of Phase I facilities within the large-scale resort area “Ala-Too Resort,” located in the Khan-Tengiri aiyl aimak of the Ak-Suu district, Issyk-Kul region.

The new contract marks the continuation of a large-scale project aimed at developing a modern ski resort in the Issyk-Kul region. Under the first agreement signed last year, construction of two main ropeways is already underway. Their commissioning is scheduled for May of this year.

During the visit, the expert inspected the territory of the future resort, assessed the landscape, ski slope layout, key infrastructure zones, and the current stage of construction of the cableway system. Matthias Schmid ascended to the summit, walked along the ski runs, and personally skied on the slopes, noting the natural beauty of Jyrgalan and the resort’s high development potential.

Joint Stock Company “Ala-Too Resort” and Magic Trading Company LTD (People’s Republic of China) have signed a Memorandum of Understanding and Cooperation.

The document is aimed at developing cooperation in the field of digitalization of tourism and ski resort infrastructure in the Kyrgyz Republic. Within the framework of the memorandum, the parties expressed their intention to exchange experience and expertise, as well as to jointly develop modern digital solutions for ski resorts.

From January 15 to 17, 2026, the state enterprise Ala-Too Resort, in cooperation with domestic and international partners, will host a large-scale freeride tournament—one of the most spectacular and extreme disciplines of alpine skiing.

January 15 will be dedicated to preparation and training. At the Karakol ski base, athletes will take part in training sessions and workshops focused on safety techniques, avalanche awareness, and proper conduct in off-piste conditions. Participation in these activities will help competitors better adapt to the local environment.

It was reported that in November, the enterprise announced a competition to create a logo that would vividly reflect Kyrgyzstan’s national cultural and natural values, the spirit of the mountains, the purity of Issyk-Kul, and the concept of sustainable tourism.

More than ten professional designers — including artists, architects, and design studios — took part in the competition. As a result, the logo proposed by Alisher Baybekov was approved.

Representatives of construction companies from the neighboring country, together with the Deputy Head of the Presidential Administration — Head of the Department for Preparing Decisions of the President and the Cabinet of Ministers Azamat Kadyraliev, and the Director of the state enterprise “Ala-Too Resort” Zharkynbek Maksutov, visited the site where the resort will be built.

The investors saw that, under the initiative of President Sadyr Japarov and with the support of the state, active construction works are underway: roads leading to what will become the largest resort in Central Asia are being built, and construction of the cable car and clean water infrastructure is progressing. After their visit, they expressed their intention to participate in the second stage of the land auction for plots where the future “Jyrgalan” town will be developed.

In accordance with the requirements set by the state enterprise “Ala-Too Resort,” specialists from the Republican Center for Certification in Construction under the Ministry of Construction visited the construction site of the “Ala-Too Resort” in the Khan-Tengri rural area of the Ak-Suu district in the Issyk-Kul region.

At the site, the experts conducted comprehensive tests and inspections of the concrete used in the construction of the cable car.

The director of Ala-Too Resort, Zharkynbek Maksutov, and Matthias Schmid, the director of SkiMIS — who has over 20 years of experience in managing and operating leading ski resorts in the Alps, Scandinavia, New Zealand, and Eastern Europe — signed an agreement for the provision of consulting services for the ski resort project.

SkiMIS, which provides tailored consulting services for the development of modern winter tourist destinations and their efficient operation, will oversee all necessary construction work for the largest resort in Central Asia over the course of a year: ski slopes, lifts, snowmaking systems, snow removal, avalanche safety monitoring, as well as the ski school and access-control systems.

Meanwhile, work on the construction of the cable car, a clean water facility, and the road continues on schedule.

The goal of the competition is to create a modern, expressive, and memorable visual symbol that reflects the natural and cultural wealth of Kyrgyzstan, the spirit of mountain peaks, the purity of Issyk-Kul, the concept of sustainable tourism, as well as the national symbol of the Kyrgyz Republic – the snow leopard.

Designers, artists, architects, students, professional design studios, and creative associations of the Kyrgyz Republic are invited to participate.

The best work will become the official logo for the project of national importance, the "Ala-Too Resort" all-season mountain cluster, and will be used in all forms of the brand's visual communication. The winner will receive a monetary reward and official recognition as the symbol's author. A contract may also be concluded with the competition winner for the development of the corporate brand book and brand identity.

The mountain landscapes uniting Kyrgyzstan and Austria have recently become the basis for the joint implementation of sustainable development initiatives in the fields of ecology, mining, mountain tourism, sports, and mountaineering.

In its upcoming November issue, the magazine plans to feature an article about the "Ala-Too Resort," which has the status of a project of national importance in Kyrgyzstan.

Upon the initiative of Zharkynbek Maksutov, Director of the State Enterprise "Ala-Too Resort," and as a result of negotiations with the management of the Manzherok resort, an agreement on experience exchange was reached. Under this agreement, specialists selected through an open announcement and interview process are undergoing training in Altai on operating PistenBully equipment — machines used for preparing snow-covered roads and ski slopes.

In the first stage, they study the theoretical foundations of operating snow tractors. Next February, the group will be sent for practical training, where participants will master operating the machinery and the process of preparing ski slopes.

On October 6, 2025, the Cabinet of Ministers approved Resolution No. 638 "On certain issues related to the implementation of the project of national importance 'Ala-Too Resort' All-Season Mountain Cluster."

The State Enterprise "Ala-Too Resort" under the Office of the President of the Kyrgyz Republic will be reorganized into an Open Joint Stock Company (OJSC), maintaining 100% of the shares in state ownership. The new OJSC will become the legal successor of the state enterprise for all rights and obligations.

The foreign company, specializing in the development and supply of automated access and payment systems, installs turnstiles and ticket control systems in shopping centers, airports, hospitals, leisure areas, and parking lots worldwide.

James Toal, having reviewed the project infrastructure, which encompasses the main resorts of Jyrgalan, Ak-Bulak, and Boz-Uchuk, expressed the company's interest in installing an access and control system at all facilities of the resort.

Emrah Dalkaya, the owner of leading global companies operating in several industries, met with Zharkynbek Maksutov, Director of the State Enterprise "Ala-Too Resort." Local and foreign investors expressed interest in the three-stage project and emphasized the need for joint steps to implement the ski cluster, which has significant tourism potential.

This was announced during a meeting between Zharkynbek Maksutov, Director of the State Enterprise "Ala-Too Resort," and Gilles Costerous, a representative of the French company Lazard. During the event, a video about the project was shown, followed by a detailed presentation on the resort, which is the largest in Central Asia and has the potential to become a major center for ski tourism, attracting tourists from all over the world.

In turn, Gilles Costerous, Chief Advisor for Lazard and Curator for Central and Eastern Europe, as well as CIS countries, emphasized that the project's implementation is of strategic importance for the development of tourism and the country's economy.

Zharkynbek Maksutov, Director of the enterprise, held a video meeting with Valeriy Efremov, Deputy Manager of the Manzherok resort, during which they discussed sending 10 specialists (**PistenBully operators**) for training to the Altai Republic at the end of October.

Prior to this, "Ala-Too Resort" will announce a competition for the selection of PistenBully operators — specialists in operating equipment that shapes ski slopes — to participate in the experience exchange program. In the first stage, the specialists will undergo theoretical training on equipment operation, and in the second stage, which will take place in February 2026, they will master practical skills in operating the machinery and preparing ski slopes.

In this regard, Zharkynbek Maksutov, Director of the enterprise, held a remote discussion with representatives of the international company OITAF. Previously, representatives of the foreign company, which has developed a number of global cable cars, as well as international standards and technical recommendations for their safe operation, received information from Zharkynbek Maksutov about the safety, maintenance, environmental, and other aspects of the tourism facilities being built at the major resort in Kyrgyzstan.

In turn, representatives of the OITAF organization expressed interest in providing necessary consulting solutions for risk analysis and the reliability of design solutions for cable cars, ski slopes, and artificial snow systems.

Construction work for the cable car on the territory where the "Ala-Too Resort" complex will be located, in the Khan-Tengri Ayil Aymak of the Ak-Suu district of the Issyk-Kul region, is being carried out according to the established schedule.

As is known, a contract was previously signed with an Austrian company, recognized as a global leader in the design and construction of cable cars, which expressed interest in implementing a major resort project in Central Asia. Currently, foreign engineers have nearly completed the foundation work for the cable car supports.

The village of Jyrgalan in the Ak-Suu district remained neglected for a long time, with some buildings constructed during the Soviet years beginning to fall into disrepair. Now, those who left the village are returning, and the number of visiting tourists has begun to grow.

According to local residents, the reason for this is the start of construction of the resort, which is unique for Central Asia and unites majestic mountain peaks. While only mountain tourism enthusiasts visited here before, this year, as the village closest to the resort, Jyrgalan has seen an increase in land prices, as well as interest in purchasing abandoned homes.

The boundaries of the large facility, with a total area of **3.87 acres (156.6 sotoks)**, were clarified by the State Enterprise "Ala-Too Resort" on September 6, 2025. Construction of other hotels, VIP cottages, and modular homes will begin soon in the Jyrgalan Peak area of the Ak-Suu district.

It should be recalled that out of 49 lots put up for auction in July, winners for 14 lots were determined. All of these were won by local investors.

The boundaries of the land plots have been clarified and boundaries for future facilities have been established in the territory of the Khan-Teniri Ayil Aymak.

In the future, the peaks of Jyrgalan, Ak-Bulak, and Boz-Uchuk will be linked by a cable car system.

The region’s pristine air and breathtaking natural scenery will be complemented by cutting-edge infrastructure. The project will feature ski trails, cable cars, ethnovillages, five-star hotels, cafés, and restaurants. The total road network will span 250 kilometers. The resort is expected to welcome up to 2 million tourists annually and will create approximately 4,600 jobs.

        In fulfillment of the order of the Cabinet of Ministers of the Kyrgyz Republic No. 486-r dated June 16, 2025,         the State Agency for State Property Management under the Cabinet of Ministers of the Kyrgyz Republic         announces an auction for the sale of land plots allocated for the initial stage of construction of the large resort area         «Ala-Too Resort» in the Ak-Suu district of Issyk-Kul region.

As part of the implementation of the initial stage of the state project «All-Season               Mountain Cluster «Ala-Too Resort», land plots located in the lower part of the «Jyrgalan» ski resort are put up for auction.
              We invite domestic and foreign investors to participate in open auctions for the acquisition of land plots          

         Based on the Resolution of the Cabinet of Ministers of the Kyrgyz Republic No. 331, the State Enterprise «Kyrgyz Courchevel» is officially renamed to State Enterprise «Ala-Too Resort» under the Administration of the President of the Kyrgyz Republic.

Simultaneously, the project itself underwent rebranding — the "Three Peaks" ski cluster will henceforth be promoted under the unified brand "Ala-Too Resort".
What this means:
🔹The organizational and legal form of the enterprise remains unchanged.
🔹All property and non-property rights and obligations are retained in full.
🔹The enterprise "Ala-Too Resort" is the direct legal successor of "Kyrgyz Courchevel".          

         In accordance with Resolution No. 326 of the Cabinet of Ministers of the Kyrgyz Republic dated June 9, 2025,          the Procedure for the alienation of state-owned land plots for the purpose of implementing national investment projects and projects of state importance has been approved.

As part of this mechanism, the state project «All-Season Mountain Cluster           «Ala-Too Resort» provides an opportunity for legal entities and individuals, including foreign investors,            to acquire land plots at auction for the construction of hotels, restaurants, and related tourism infrastructure facilities.          

         Due to the road expansion, the relocation of power line poles began exactly one month ago.          As of today, the poles have been installed 3–4 meters (about 10–13 feet) further from their former position on both sides of the road.          As a result, the residents of Jyrgalan, whose number exceeds one thousand people, and who previously          were left without electricity during the daytime, will now be provided with uninterrupted power supply.          All subscribers are connected to electricity meters.

Meanwhile, on the territory where the «Ala-Too Resort» will be built,           the construction of a 35/10 kV substation is actively underway. Preparatory work on clearing the site           for the energy facility began ten days ago.          

         A meeting between representatives of the State Enterprise «Ala-Too Resort» under the Administration of the President of the Kyrgyz Republic and          the I. Razzakov Kyrgyz Technical University took place within the framework of planned cooperation.          The event was attended by directors and faculty members of the Institutes of Construction,          Architecture, Higher School of Logistics, Institute of Energy, Higher School of Economics and Business,          as well as the Department of «Technical Machines».

The team, which trains specialists for technical industries,          was presented with the «Ala-Too Resort» project and provided with full information about the largest recreational facility,          which is being built on such a scale for the first time in Central Asia.          

         The State Enterprise "Ala-Too Resort", together with engineers from the Austrian company "Doppelmayr Seilbahnen GmbH"           - the world leader in cable car construction and design - visited the site where the cable car construction is planned           on the territory of the ski resort.          

Specialists conducted geodesic measurements and inspected the locations where the supports will be installed.             Following the site visit, the decision was made to continue the project implementation. In parallel, work began on laying technical             access roads to the points of support installation. The next stage will be pouring the foundations for the support structures.

           In the Ak-Suu district of Issyk-Kul region, work has intensified on the design and construction of an alternative road from the village of Jyrgalan           to the "Ala-Too Resort" ski resort. Currently, the ski cluster, together with the Ministry of Transport and Communications           of the Kyrgyz Republic, has begun laying a new road with a length of 8 km (about 5 miles).          

It will serve as an alternative route from the village of Jyrgalan to the "Ala-Too Resort" ski resort.            Currently, the expansion of previously used mountain trails is underway, and a gravel-sand mixture is being laid on them.             As of today, the laying of crushed stone has been completed on a 1 km (about 0.62 miles) stretch of the road. Simultaneously with the expansion of the route, work is underway             on relocating high-voltage power lines. More than 10 units of equipment and teams of specialists are involved.

          A memorandum of cooperation was signed between the State Enterprise «Kyrgyz Courchevel» under the           Administration of the President of the Kyrgyz Republic and the Kyrgyz-Turkish Manas University.           The agreement is aimed at jointly training specialists for the «Three Peaks» ski cluster, their           professional education, advanced training, and attracting local personnel to the tourism sector.          

          Today, February 5, 2025, a memorandum of cooperation was signed between the State           Enterprise «Kyrgyz Courchevel» under the Administration of the President of the Kyrgyz Republic and the Ministry of Education and           Science of the Kyrgyz Republic. The memorandum was signed by the enterprise's director Zharkynbek Maksutov and the Minister of Education and           Science of the Kyrgyz Republic Dogdurkul Kendirbaeva.          

          An on-site meeting of the interdepartmental working group on the construction of the «Three Peaks» ski cluster took place.           As part of the implementation of the «Three Peaks» ski cluster project, an on-site meeting of the interdepartmental           working group was held with the participation of representatives of relevant state bodies under the chairmanship of the           State           Enterprise «Kyrgyz Courchevel».          

          A meeting with the local population on the implementation of the «Three Peaks» ski cluster took place in Jyrgalan.           Today, January 31, 2025, a meeting was held in the village of Jyrgalan, Issyk-Kul region, with local residents,           dedicated to the implementation of the «Three Peaks» ski cluster. The event was attended by           representatives of the           State Enterprise «Kyrgyz Courchevel», relevant ministries and departments, as well as residents of the region.          

          Today, January 31, 2025, a memorandum of cooperation was signed in the city of Karakol between the State           Enterprise «Kyrgyz Courchevel» under the Administration of the President of the Kyrgyz Republic and           the Kasym Tynystanov Issyk-Kul State University. The document secures the parties' agreements           in the field of personnel training for ski tourism, their education, advanced training, as well as           attracting local specialists to the «Three Peaks» ski cluster.          

          The «Three Peaks» project is expected to start in May 2025 of the current year. This was announced by Zharkynbek Maksutov,           director of the State Enterprise «Kyrgyz Courchevel», in an interview with the "Kabar" agency. According to him,           design and estimate documentation for infrastructure facilities is currently being developed. The construction           of the first stage will be completed in December 2026, and the resort will be ready to receive its first tourists. The project consists of           three stages - Jyrgalan, Bozuchuk, Ak-Bulak.
