Progress of the Ala-Too Resort Project: Infrastructure, Safety, and Timelines

In order to ensure the timely implementation of protocol instructions issued by the President of the Kyrgyz Republic, Sadyr Japarov, and the Head of the Presidential and Cabinet of Ministers Decision-Preparation Department, Azamat Kadyraliev, an online meeting was held to discuss the stages of implementation of the Ala-Too Resort project.

The online meeting was attended by the Chairman of the Management Board of OJSC Ala-Too Resort, Zharkynbek Maksutov, as well as relevant specialists from the Ministry of Emergency Situations, the Ministry of Transport, the Ministry of Construction, Architecture and Housing and Communal Services, the Ministry of Water Resources, Agriculture and Processing Industry, the Ministry of Energy, and the State Enterprise Kyrgyzstroiservice.

During the meeting, participants discussed the current status and future development of the project’s transport and engineering infrastructure. The progress and prospects for the construction and reconstruction of the road network were reviewed, including the Karakol–Jyrgalan highway, as well as the development of additional and alternative access routes. Special attention was paid to financing road construction and infrastructure works under the “Capital Investments” line of the national budget, the targeted use of funds, and the level of their utilization.

Particular focus was placed on electricity supply issues for the resort towns of Ak-Bulak and Boz-Uchuk. The need to prepare detailed plans for the construction of power transmission lines and substations, the laying of cable lines, the conversion of overhead power lines to underground systems, and the connection of cableway infrastructure facilities was discussed.

Emphasis was also placed on safety issues related to the implementation of the Ala-Too Resort project. In this context, the participants discussed the need to accelerate engineering-geological, seismological, and climatic studies, to implement measures to prevent avalanches, mudflows, and landslides, as well as to establish and equip emergency rescue, firefighting, and mountain rescue units. Issues related to expediting the construction of an avalanche monitoring station and the timely installation of a meteorological station were also addressed.

In addition, the meeting reviewed the establishment of production facilities, including concrete and asphalt plants, as well as the acceleration of preparatory works.
Summing up the meeting, Zharkynbek Maksutov emphasized the importance of effective inter-agency coordination and strict adherence to the deadlines set by the Head of State, noting that safety issues, the development of engineering infrastructure, and the timely implementation of activities at the Jyrgalan, Ak-Bulak, and Boz-Uchuk sites are key priorities for the successful realization of the Ala-Too Resort project.
