“Ala-Too Resort: Second Phase of the Auction Launched!”

The Open Joint-Stock Company “Ala-Too Resort” has announced the launch of the second phase of the auction for land plots designated for the development of Phase I facilities within the large-scale resort area “Ala-Too Resort,” located in the Khan-Tengiri aiyl aimak of the Ak-Suu district, Issyk-Kul region.

A total of 36 lots have been put up for auction, including tourism and infrastructure facilities essential for the development of the resort in the construction zone of “Jyrgalan.” These plots are intended for the construction of 3-, 4-, and 5-star hotels, apartment complexes, an ethno-village, restaurants, cafés, and other commercial facilities.

The auction will be conducted in an open online format. Participation is open to local and international investors, representatives of construction companies, entrepreneurs in the tourism and hospitality sectors, as well as legal entities and individuals.

It should be noted that during the previous auction held in July, winners were determined for 14 out of 49 lots, including key assets such as 5-star hotels, Scandinavian-style hotels, VIP cottages, and houses within the ethno-village. All of these were acquired by local investors.

Subsequently, in order to initiate the construction of the Ala-Too Resort ski cluster, the boundaries of the land plots were уточнены. Investors have been issued official land ownership certificates (“red books”), and construction of several facilities has already commenced.

The Ala-Too Resort project is envisioned as one of the largest all-season mountain and recreational complexes in Central Asia, aimed at developing regional tourism and creating new employment opportunities.

The auctions are conducted via the electronic trading platform of the State Agency for State Property Management under the Cabinet of Ministers of the Kyrgyz Republic at the official website: https://auctionetp.gov.kg

Required documents for participation:

Applicants must submit:

🔹- an application for participation indicating information on foreign citizenship or foreign participation in the share capital;
🔹- a copy of a payment document confirming the deposit of the bid security;
🔹- an identity document (to be presented in person upon submission).


Legal entities must additionally provide:

🔹- duly certified copies of constituent documents;
🔹- a power of attorney authorizing a representative to act on behalf of the legal entity.
If the application is submitted by a representative, a notarized power of attorney must be provided.

Documents may be submitted in digital format or via the “Tunduk” electronic interaction system, where available through other state authorities.

Depending on the development conditions of the land plot and the specifics of a national investment project or a project of state significance, the commission reserves the right to request additional documentation, including:

🔹- proof of financial capacity of the investor;
🔹- project sustainability;
🔹- experience in implementing investment projects;
🔹- absence of tax and social contribution arrears;
🔹- feasibility study or business plan.

Applicants have the right to inspect the land plots offered at auction jointly with the asset holder.

For foreign participants falling under the definitions set out in Clauses 10 and 11 of Article 1 of the Land Code of the Kyrgyz Republic, land plots are granted for temporary (fixed-term) use for up to 49 years, subject to the restrictions of Article 5 of the Land Code.

By Resolutions of the Cabinet of Ministers of the Kyrgyz Republic dated August 2, 2024, the State Enterprise “Ala-Too Resort” was granted 3,916 hectares of land for indefinite use for the construction of the “Ala-Too Resort” complex in the Khan-Tengiri aiyl aimak of the Ak-Suu district, Issyk-Kul region.

The State Enterprise “Ala-Too Resort” under the Presidential Affairs Office has been reorganized into an Open Joint-Stock Company, with 100% state ownership. The newly established OJSC will act as the legal successor with full state participation.

The Ala-Too Resort project is an ambitious initiative aimed at creating the largest ski cluster in Central Asia. It includes three main resorts:

🔹- Jyrgalan (1,624.66 ha):

120 km of ski slopes, 3–5-star hotels, cottages, glamping facilities, SPA complex, ethno-village, conference halls


🔹- Ak-Bulak (945.92 ha):

80 km of slopes, 3–4-star hotels, apartments, hostels, cultural event venues, stadium, training facilities, freeride center, restaurant, zipline, alpine center, amphitheater.


🔹- Boz-Uchuk (1,345 ha):

50 km of slopes, 3–5-star hotels, apartments, medical center, SPA complex, children’s playgrounds, walking areas, restaurants, boutiques — a family-oriented resort.


The project предусматривает the creation of parking facilities for up to 4,000 vehicles, construction of new roads connecting the resorts, and development of infrastructure to ensure visitor comfort.

Favorable natural conditions, combined with an artificial snowmaking system, will enable year-round operation, with the ski season lasting up to 7 months.

Construction is being carried out with minimal environmental impact and in compliance with international environmental standards.

The Ala-Too Resort project has the potential to become a major center of ski tourism, attracting visitors from around the world. It will contribute to infrastructure development, job creation, and the improvement of the socio-economic situation in the Issyk-Kul region.

Last year, surveys and studies were conducted on the project site for the construction of facilities, roads, and power supply systems. Preparatory works have been completed for the construction of cable cars, a reservoir, treatment facilities, and two substations.

The first phase of the Ala-Too Resort tourist center is scheduled for completion by the end of 2026, including the construction of several kilometers of cableways.

The total length of ski slopes across the three resorts will reach approximately 250 km.

Upon completion, the project is expected to create around 7,000 jobs, and the resorts will be able to accommodate up to 2 million tourists annually.

The implementation of the Ala-Too Resort project is under the personal supervision of the President of the Kyrgyz Republic, Sadyr Zhaparov. The Head of State has repeatedly emphasized the project’s strategic importance for the development of tourism and the national economy. The creation of this ski cluster will help attract foreign investment, increase employment, and strengthen Kyrgyzstan’s position in the global tourism market.
