Land plots in the developing "Ala-Too Resort" mountain cluster are put up for open auction.

In fulfillment of Order No. 486-r of the Cabinet of Ministers of the Kyrgyz Republic dated June 16, 2025, the State Agency for State Property Management under the Cabinet of Ministers of the Kyrgyz Republic announces an auction for the sale of land plots allocated for the initial phase of construction of the large resort area "Ala-Too Resort" in the Ak-Suy district of Issyk-Kul province.

As part of the implementation of the initial stage of the project of national importance "All-Season Mountain Cluster 'Ala-Too Resort'," land plots located in the lower part of the "Jyrgalan" ski resort are put up for auction.

We invite domestic and foreign investors to participate in open auctions to acquire land plots, fully provided with urban planning documentation, for the construction of three, four, and five-star hotels, VIP-cottages, ethno-townhouses, restaurants, cafes, SPA complexes, and other commercial facilities.

General information on the project of national importance "All-Season Mountain Cluster 'Ala-Too Resort'":
National investment projects are drivers of economic growth and infrastructure development, contributing to the creation of new jobs, the inflow of private capital and technology, and increased tax revenues to the state budget.

In accordance with the minutes of the meeting of the Commission under the Cabinet of Ministers of the Kyrgyz Republic for the selection of national investment projects and projects of national importance No. 5 dated June 10, 2025, the project "All-Season Mountain Cluster 'Ala-Too Resort'" (formerly — the "Three Peaks" mountain cluster) was assigned the status of a "project of national importance."

The All-Season Mountain Cluster "Ala-Too Resort" will become the largest ski cluster in Central Asia.

The total length of the trails will be **155.3 miles** (250 km), and the resort itself will be able to host up to 2 million tourists per year and create about 4,600 jobs.

General information on the lots:
Total land area – about **16.06 acres** (6.5 ha)

Balance holder: State Enterprise "Ala Too Resort" under the Administration of the President of the Kyrgyz Republic

49 lots are put up for auction – land plots ranging in area from **2,325 sq.ft** (216 sq.m) to **168,563 sq.ft** (15,660 sq.m).

Starting cost of lots – from 3,067,200 soms to 336,960,000 soms.
The deadline for putting the construction object into operation is 2 years from the date of registration of the buyer's ownership right to the land plot.
For each land plot, the following are available:
🔹- title and certifying documents;
🔹- approved plan;
🔹- list of development conditions;
🔹- independent market value appraisal;
🔹- certificate confirming the absence of encumbrances and restrictions on the unit of real estate.

The sale of land plots and transaction formalization are carried out in accordance with Decree of the President of the Kyrgyz Republic No. 166 dated May 28, 2025, "On Amending the Decree of the President of the Kyrgyz Republic 'On National Projects, the Implementation of Which is Strategically Important for the Country' dated March 23, 2023, No. 63," Resolution of the Cabinet of Ministers of the Kyrgyz Republic No. 326 dated June 9, 2025, "On Approval of the Procedure for the Alienation of State-Owned Land Plots for the Purposes of Implementing National Investment Projects and Projects of National Importance," and Order of the Cabinet of Ministers of the Kyrgyz Republic No. 486-r dated June 16, 2025.

Auction participants can inspect the land plot put up for auction jointly with the balance holder.

The auction will be held online on the electronic trading platform https://auctionetp.gov.kg.

Start of application acceptance: June 18, 2025, 17:00 hours.

Auction date: July 15 to July 18, 2025

To participate in the auction, candidates must register on the electronic trading platform https://auctionetp.gov.kg and upload the following documents:
1) an application for participation in the auction, containing information about the existence of foreign citizenship or foreign participation in the authorized capital;
2) a copy of the payment document confirming the deposit of the guarantee fee;
3) an identity document.

Legal entities additionally provide:
🔹- copies of constitutive documents, certified in the established manner;
🔹- power of attorney in the name of the representative authorized to act on behalf of the legal entity and execute relevant transactions.

If the application is submitted by a candidate's representative, a notarized power of attorney issued by the person entitled to act on behalf of the candidate is required.
Documents may be submitted in digital format.

Conditions for paying the guarantee fee:
To participate in the auction, the candidate deposits a guarantee fee. The amount of the guarantee fee is determined to be 10 percent of the initial cost of the lot.

For foreign natural and legal persons:
Foreign persons who win the auction are granted land plots on the terms of urgent (temporary) use for a period of up to 49 years, taking into account the restrictions provided for in Article 5 of the Land Code of the Kyrgyz Republic.
